Summary:
To attest to the official record of the City and to be responsible for the financial affairs of the City.
The basic duties are outlined in the City Code.
This position is a safety sensitive position ESSENTIAL FUNCTIONS I.
Treasurer Activities 50% of Time A.
Balance accounts daily, makes bank deposits and transfers assuring for accuracy and thoroughness.
B.
Oversees cash management and investment accounts assuring for proper liquidity and security.
C.
Prepares the monthly Treasurer's report and the Semi-Annual Financial Report on fund balance assuring for accuracy and reconciliation of bank accounts.
D.
Prepares and reconciles City Clerk report for all miscellaneous receipts which include all City department's revenues and includes Water and Light Deposits records.
E.
Handles all returned checks from customers assuring for thoroughness in collection of City debts.
F.
Oversees bid process for investments and pledging of securities.
Sets up appropriate agreements and ordinances as needed to secure the investment.
G.
Provides oversight on all accounting records generated by taxes and utility revenues as needed.
H.
Generates and presents accounting records and all appropriate documentation as needed to provide clarification for audit purposes.
I.
Prepares department budget and assists with year-end budget adjustments as needed.
II.
Official Record Keeping Activity 35% of Time A.
Takes full set of minutes at the Council meetings assuring that a thorough and accurate record is obtained and assuring for compliance with all applicable rules and laws.
B.
Prepares council to do list for supervisors and completes minutes assuring for accuracy.
C.
Distributes minutes for the next Council meeting for approval and enters into permanent book assuring for accuracy and timeliness.
D.
After ordinances and/ or resolutions are approved by Council, attests as being true and exact.
E.
Copies appropriate ordinances and makes a determination regarding those to be included in the City code book.
F.
Maintains various records including contracts, easements, deeds, and other documents requiring City certification assuring for permanency and accuracy for audit purposes.
III.
Policy Clarification Activities 5% of Time A.
Maintains an awareness of all City policies, ordinances, and practices assuring for thoroughness and accuracy.
B.
Answers questions, provides clarification to citizens, staff, and supervisors regarding City policies, ordinances, and practices as needed or requested assuring for courtesy, professionalism and the best possible PR.
C.
Provides verification regarding compliance with laws as needed.
D.
Submits copies of fully executed ordinances to appropriate company for codification and inclusion into the Jackson City Code.
IV.
City Council Related Activities 5% of Time A.
Meets and confers with Council members when requested.
B.
Responds to Council requests and concerns assuring for accuracy and timeliness.
C.
Prepares Council reports for upcoming meetings assuring for completeness.
D.
Prepares all legal notices for Council related matters.
E.
Accepts filing of candidates for elections.
Prepare necessary forms to be filed and distribute to the County Clerkfor the official ballots and to State Ethics Commission.
F.
Submit required statements from appropriate City officials to the State Ethics Commission.
V.
Supervisory Activities 5% of Time A.
Provides daily oversight and supervision for assigned staff.
Involved in selection interviews and recommends finalist assuring that qualified personnel are chosen from the candidate pool.
B.
Plans and conducts departmental orientations for newly selected personnel.
C.
Provides direct supervision including coaching and judging of personnel assuring that staff have the support they need to complete their jobs in a professional and timely manner.
D.
Provides or recommends training for staff and conducts troubleshooting as needed to solve problems.
E.
Provides positive corrective action as needed assuring that employees know what is expected of them and the consequences of their performance in accordance with City policies.
F.
Order office supplies and equipment, minute books, code books and record books, obtaining bids/ quotes if necessary.
